It seems that when we do the construction of something in the settlement, this hack does not allow us to do it. If building, we must use the original publisher and sync data through the account.

I disagree There are ways to hack resources in the settlement, although they are not completely effective, because not all resources are amenable to hacking. I am currently working on finding a more effective method.
