If two tweaks hook same function / instance, how does MS pick which one to execute?

    I'm working on a tweak that there's already a popular tweak out there for that's missing an important (for me at least) functionality. The other tweak I know is hooking the same thing my tweak does. I know Flex patches somehow trump tweaks as far as "hooking" same thing, is there anything to be done in tweak writing to overcome a conflict? (Make it follow ur hook if certain condition is met?)  

    Also does allowing ur hook to be turned on or off with a pref bundle have any effect? I got tweak with pref bundle working after uninstalling other tweak, but don't want to share / release mine unless it's compatible, because other tweak has many more features.  I could replicate most of the functionality of the other tweak but feel it would be kind of lame making new tweak that 95% already exists.
