i was only successfully installed 3 app on my iPad :( Is there any other similar one like cydia impactor?

The problem isn't from cydia impactor this is the limit that Apple allows you to install apps with a non-devolepr account

If you want more or unlimited apps (i'm not sure) then you need to downgrade to iOS 10 or lower. iOS 11 adds the limit, so just stick to iOS 10 while you can.

Well my next question is... Is there a way to get a free developer account? Lol I really don't want to pay 99/yr. Reason why I'm using mod and hack in the first place ?

Or should I create 7 apple ID's to switch it back n forth since it's week limitation?

You have a free developer account for whenever you install an app.

There is no point in having one apple id for it because its not like it just asks for an apple id on app launch. You need to delete the app after 7 days or whenever it starts crashing on launch and use Cydia Impactor to reinstall it, it doesn't matter what apple id you use because you can use the same one whenever you want.

The free developer account is the 7 day certificate. A paid developer account is a 1 year certificate and an app store certificate is for forever (unlimited). It's meant to be for app testing without putting it on the App Store other people wouldn't pay to put their app on the app store.

iOS 9 had no limit afaik.

iOS 11 blocks side loading via Impactor completely as of right now.
