no cooldown applyes to enemy as well regardless of monster count slider 1-6

Oops yeah I meant to mention that as well. I was doing ToAH and a Zeratu (Dark Chimera) used its second skill "Unleashed Fury" which usually has a 5 turn cooldown but instantly recovers another turn... used it like 45 times before I had to turn off no-cooldown and he finally attacked me and I continued the fight without cheats on.
