How do I fix the glitch when no apps will download or update?

You can try rebooting your device.

Apps have little to do with Cydia, there more AppStore or AppCake related. 

Generally apps you download from AppCake will not be updated by AppleStore, they will need you to update via AppCake providing there is an update available. 

If the apps are from AppStore and are failing to download or update then you could try these :

As DIDa said above reboot device. 

If still failing to download or update :

Close AppStore from Multitasking, Sign out of AppStore - Reboot

Settings/iTunes & Apple Store

Sign in to AppStore

Open AppStore and download an app.

Exact same issue since 2 days, very annoying. Need to reboot every time.
