Help/Support Jailbroken with Yalu beta 7 no Cydia app

I have a freshly restored iPad Air with iOS 10.2 and I used Cydia Impactor with Yalu beta 7 to jailbreak it. The IPA installed fine with no errors and resprung but after there is no Cydia app. I've looked online and can't figure out how to get the Cydia app.

Yes

I trusted in settings and ran the app. It's says jailbroken but no Cydia.

Try opening safari and go to this URL:

cydia://

Ok it opened Cydia... what can I do now?

When I try to run the 8 upgrades it shows I get DKPG_LOCKED.
