No, mandatory update means that the game won't let you play unless you're on the latest version. There's a way around it of course by using an old version and "spoofing" the version to make it think it's on the latest build. Since there is a lot of  new features with the new update the version spoofing method makes it so you can play the game but not have access to the new stuff.
