I was installing this tweak into my jailbroken iPad and it gave me this error "dpkg.locked".My iPad is on 9.3.2 Semi-Jailbreak.Once it came up with that error it automatically rebooted and got stuck on bootloop. So, I got it out of bootloop and when I put in my passcode and enter into the homescreen there is no apps and siri doesn't work. When I say there is no apps I mean there is no apps (Example: No facetime,no camera, no appstore, and no other apps). The only thing that you see is the background and thats it.There is no apps and siri wont work either.I rebooted and hard reset but nothing has changed.I put it into safe mode and it only shows a gray screen.I tried going into the raw system but it says it has to be jalbroken, but I can't do that because I can't access them since there is no apps showing. You can't swipe left or right because their is no apps.Is there any way I can fix this without restoring, or restore without updating to the current version?

No, you have to have them saved, which you dont, so no need for a explanation. You phone is donr bro, restore and save yourself time, there is no way to restore without updating
