So can i create SHSH blobs for 10.2/10.2.1 ? If there comes a stable untethered jailbreak then i can update from iOS 8.4 to one of these versions, right?

If I were you, I would just wait until the jailbreak becomes stable. Once it does, go to 10.2, unless you feel like you can't wait

If you can handle the random reboots (they happen quite a bit tbh) then go ahead and update to 10.2

10.2 since 10.2.1 is only for security against the new Yalu Beta Jailbreak and won't really affect your IPhone.
