So i am trying to use ida to make a patcher https://iosgods.com/topic/659-tutorial-code-injection-with-patcher/ but i dont understand what is the hex value

Yep Use arm converter.com writeData(0xOFFSET, 0xNEWHEX);turns intowriteData(0x9999, 0x381839);

You can just leave the offset, but you have to change the hex, if you want changes ingame.
