yes, chiruka hell safe. You can even mod xmod to 1000x add and 0x sub and use 4 1* monsters at +100 speed (xmod) and still not get banned. 

 

In toa however, i never went more than 2/2 in xmod in ANY case except for 1-2 like toa 100 (TIME IS MOST IMPORTANT HERE ATLEAST 5 MIN ON TOAN 100)

I've been using Xmod for a long time now. Essentially, just don't use 10x damage in the arena against other players (the rivals are fine), don't clear TOA with 10x damage, and don't clear the 10th stage of any dungeon before level 40. I've been following these rules for about a year and a half and i've yet to get banned. I've even used 10x Damage in the rifts to gain enough materials for homunculus numerous times and still no ban.
