I download 10.1.1 when it released but not install yet

 

can I install this or I can't..?

Once Apple stops signing that iOS version, it isn't possible to upgrade or downgrade to it. At least at the moment.

It wouldn't let you, the reason updates need to install w/ internet is because the update the is checked with the Apple server.

Stay on 9.3.3. There will be no iOS 10.2 Jailbreak for a while according to Jailbreak developers.
