Confirmed don't work on iOS 9.3.3 iPhone 6. 

I leave the apps (turn it off completely) then go to filza to change the value to 2000 and hit save. A moment later I open the app, the value seems not change.

And I mean not just went to another app, like closed it from running in the background. If it's open at all it won't work.

Yes. I do everything. 

I close the app (completely, there is no background apps running)

I change the value (tap left) 

I click save and then reopen the app.

Nothing changes.
