Unfortunately Gamegem or Some cheat tools don't work on it. if it i would do Savegame for non-jailbroken devices. ( i can not find save file for this game, good luck if you find it  If you want i can do little Video )

Confirmed working with localiapstore 1.4-2 on ios 9.0.2 iPhone 6, zootopia v1.3.0.

Just try to buy money, click cancel at the "Sign In to iTunes Store", That's it.
