Can i do a restore on a iphone i bought from previous owner who i cant contact, he doesn't answer the mails.... They didnt reset factory settings and still had there private stuff on it so i did a reset all option but didn't realise it would lock the phone and i need owner icloud id password to continue. Any suggestions?

You need the original bill from the owner with that you can go to an apple store and they will unlock it for you

if the owner didnt respond its possible that he scammed you. where did you buy it from

If you find out a way then don't forget to let the FBI know. They've been searching for the answer to this very question.

you can search the deep web there is a tools used there to change the devices imei and serial which will actually make it a anew one i cant say more

Try reaching out to Apple. Explain to them your problem and see what they can do on their end.

You would need an IMEI to replace it with. You can't just throw any random string in there it'll brick the device.
