So here is the situation, I'm trying to install a deb file, I have downloaded all types of file programs but non seem to work (for me) ifile, filza ifunbox.

I have a issue, when I use ifunbox I click on the cydia app install and it tells me I'm not jailbroken, even tho I am..

May anyone help me?

Why are you installing Cydia? When you jailbreak it comes with it.
