They should automatically sync as long as you're using the same Apple ID.

Make sure iCloud settings is turned on for Notes.

tried that too no luck, is there no other way to access my icloud backup and extract the notes?

ive tried logging iinto icloud on pc but i forgot my secret questions answers and i dont know how to reset them
