I've been working on this since Thursday I'm so frustrated

I'm not sure what the problem could be but restoring will solve everything software related.

Starting fresh without a restore from backup is a plus also!

No but now I can install ipa files from appcake

I'm about to go sleep right now but if you want, I can TeamViewer your PC and mirror the iPad's screen onto the PC and see what's going on with PreferenceLoader.

I can't really say why it's not working for you like this...
