Regarding the questions in the post, about downgrade as well as jailbreak.

 

Currently, there is no downgrade method unless you have a jailbroken iPhone 4, 4S or an older device which can use limera1n etc (the available firmware will be jailbroken anyway). However, you can still downgrade to iOS 9.3.2 from iOS 10 b1

 

Jailbreak :

 

More or less every iOS till iOS 8.4 is jailbreakable. Search on Google

 

iOS 8.4.1 has an incomplete jailbreak called Yalu

 

iOS 9.0.x can be jailbroken using Pangu

 

iOS 9.1 can be jailbroken using Pangu but only on 64-bit devices with a risk of bootloop (endless apple symbol). This will probably be fixed if you let it wait, since Pangu has to race against Kernel Patch Protection aka Watchtower.

 

TL,DR; Devices before iOS 9.2 except for iOS 8.4.1 and a few way older firmwares are all jailbreakable
