it's a ripped version from Pangu but likely with more ads and some fishy tweaks installed. The 9.2.1 update is only for their so called "flash" service in which you can restore your device to an older firmware (which is still signed for your device by Apple)

Probably but you don't need it since you can jailbreak with Pangu direcly and restore (flash) with iTunes
