Help/Support Phone says iOS 9.2.1 is up to date

[DaDigDude 267 iPhone X 11.3.1]

Hey guys, so as pretty much everyone knows iOS 9.3 is available to the public. However, when I check my iPhone 5S it says that iOS 9.2.1 is "up to date" and there is no update information about 9.3 whatsoever. I've force restarted my phone, quit the Settings app, and checked to make sure my Date and Time is on "Set Automatically." If anyone has had the same problem and had it fixed, could you please explain below? Thanks.

 

EDIT: iTunes also states that my iPhone software is up to date.

You can always download the .IPSW manually from ipsw.me and restore via SHIFT + RESTORE.
