My Computer would not open

I have this problem right now and I don't know what is wrong with my PC. After I watched a movie a blue screen appeared and then there are options that would make the PC back into normal startup. After I choose start windows normally. It suddenly shuts down the monitor but the CPU is turning on. Please help :(

Open up your CPU then you will see the blue pin and must set the blue pin (I forgot which 1 but it has a starting letter "C") put that pin to 2 and 3 (it is supposed to be on 1 and 2) for almost 15 secs.

Then place it back on 1 and 2 holder

 

Open up your PC.

Can you boot into Safe Mode?

I already did boot my computer to safe mode but when I open again the computer the safe mode wont work and also the keyboard

I am gonna try what techarmor said 

Messing with the hardware when you don't know what's wrong can be dangerous and possible make things worse. I suggest you enter your Windows 7/8/10 DVD and try repairing your PC.

I just put my windows 7 recovery disk and my pc when back to normal. But when I shutdown the computer and turned it on. The boot-up is not working

Run the DVD again and type in bootrec fixxxx commands.
