Downloaded and installed it... in the settings menu all you see is "Switch Name 1" @Amuyea

It's a tweak. No need to go to setting

Well instructions say to activate cheats I want in settings. 

 

Also, it unlocks all the decks and says 'owned' on the power ups but the power ups don't work. Decks work fine.

Yeah lol I guess it is.

 

still, glad the decks work, but I've tried a few times and can't get power ups to work. They all say "owned" but don't work.
