How can I get free 3G without a SIM card on an iPhone 4s on iOS 8.2?

Your phone needs to have a Valid SIM Card activated via a Carrier in order to access 3G/or anything for that matter.

Not with tether me or something like that? With a SIM card can I?

No, you can't. You have to use a valid SIM card to activate your iPhone. So if you don't insert a SIM card, you can not access 3G.
