Sorry for the delay, I sent my phone to a technician, he revived my iphone and took R$80(real), about $20 (Here in Brazil it is a lot of money)

Try holding the volume up button on the apple logo start up screen for a min or so,cydia has a built in reboot

he want to RESTORE not SAFEMODE and there is no way to downgrade ios or restore to ios that not signed by Apple anymore unless you use OpenSSH (or whatever i dont really know about this)
