so today we have a site called rabb.it that give you a virtual pc like a vps but on a browser mean not full access but you still can do anything you want 
so you can download and will be saved on the rabb.it computer and you upload it too when you upload and choose the file you download 
and internet speed is more than 300mb down and upload

In my opinion this its not safe. Maybe, whatever you are writing they can see it. It can steal usernames & passwords. I'm not trusting it so my advice is before you use it check it.
