Try rebooting again. If that doesn't work & you have iCleaner, run iCleaner. Btw, you uninstall apps within Cydia or you use iFile or iFunbox & remove files related to Cydia?

Find latest Cydia Version here: http://apt.saurik.com/cydia/debs/
 
Download the deb and place it in iFunBox's "Cydia App Install" folder: 

 

Then reboot and Cydia should appear, hopefully. You may also need to download Cydia's dependencies. Such as lproj.

 

Also, try going to cydia:// in Safari again once you've done the above.
