You have too many Tweaks. You can fix this issue by uninstalling Cydia Substrate and then reinstalling ONLY the packages you need.

The problem is you have a lot of tweaks

Also I don't think you'll use all these tweaks always

I advice you to delete it all

And install what you need

Erase All Content and Settings... It wont update your OS version.

So you could re-jailbreak again.

And be sure to REMOVE EVERY TWEAK THAT HAS TO DO WITH THE RESET ALL CONTENT AND SETTINGS.

I think you can't Erase All Content and Settings if you have jailbreak

But you can use cydia impactor or semi-restore to restore without update your OS

really? then why when I was on iOS 7.1.2 I Erased all and worked

I was just experimenting if it will work. Many people said it didn't.
