Smoke i am almost sure if you create an iTunes account with no payment method selected, a VPN isn't required to select a different location from our current one.

Maybe I'm wrong

Try this:

1- Logout from your iTunes Account

2- Reboot your Device

3- Open AppStore

4- Install any free app

5- Create a new iTunes account

6- Select US as your location

7 - Select no payment method
