Help/Support LocaliAPSTORE for IOS 9.0.2

Hey guys my ipad is currently running IOS 9.0.2 and i really want to get iPASTORE on it but its 

not allowing me to install this , can anyone help please

That's What i meant i have tried but same issue i have it installed but it don't work i have it turned on with the receipt  on aswell but still nothing on any game

You don't turn on the receipt. Works just fine for me.
