Ok I’ve found 2 other issues.

1. When progressing through first camp (Greenwood heaven) there’s a part when helicopter crashes. The goal is to collect its parts by completing city management assignments. When “unlimited all” is enabled parts are pre-filled, but since none of the assignments were completed to obtain them, the game gets soft locked until the “unlimited all” is disabled, since every resource is already at 9999 in the inventory there is no issue to pass this.

2. Completion of assignment to gather 1000 of wood planks to upgrade buildings is impossible when “unlimited all” was enabled at least once and planks were used, since it blocks recourses from being gathered and even if you disable it, because if you used planks you will have 9999 of them in the inventory. This is a soft lock that cannot be passed at this moment.

The 2nd is blocking further progression, since recourse is not being gathered

 

UPD: I’ve went through the first location without enabling unlimited everything, and encountered the same issue but with stone slabs collection in second location. So I expect this issue to occur in next locations but with different materials.

I also have the same situation as you, can't change it, which means the game ends there. Only by adding igamegod to cheat to 0 can I continue the game.

In my opinion, the easiest way is to lock resources at -10 of their max storage capacity. I have not encountered a situation, when I need the whole stock. For instance on the second location at stone slab factory I have 600 pcs max value (this includes upgraded pets and hero) so if material is locked at 590, NPC will keep collecting materials - hence completing the assignment.

 

UPD: and for some reason I cannot rescue survivors. I click the button rescue and nothing happens

I've found a way around in current situation.

If you start a new game and go through first location without using unlimited everything up to the point when all assignments to gather materials are closed (I was at 97% completion with only assignment left "Clear Exploration Mission 2-6") and only then enable unlimited everything - you will be able to upgrade everything not bound to the camp before going to the next location (heroes, tech tree, equipment, etc.). At this point you can even get implant chips for heroes, just go far enough in exploration missions to unlock hard mode.
Of course you still will be without decorations for houses, which gives you buffs and no pets, but most of the things will be open. And don't forget to trade with Boris for bolts to have them locked in your inventory otherwise when you disable "unlimited everything" without using or adding them they will return to the primary state.

After you finish upgrading everything - disable "Unlimited Everything", so it will not be enabled automatically when you open cheat menu, restart the game and only then finish assignments to be able to go to the next location.
You will already have enough overhead to proceed in game without any issue at this point, and when pets and decorations become available, just upgrade them at the end of zone assignments (same as for the first zone).

DO NOT enable "Unlimited Everything" until you are close to the end in the second one in order to avoid soft lock with "Collect materials" assignment.

This way you will avoid a soft lock and can play until the next patch.


TLDR If you are stuck in the location due to "Gather resources" assignments bug caused by unlimited everything cheat

1. Reinstall the game
2. Complete location up to the point when you have 97% completion and all assignments for resource collection are completed (just leave the ones for explorations)
3. Enable "Unlimited Everything"
4. Upgrade what you want (I'd suggest as much as you can/want) and buy bolts from Boris
5. Disable "Unlimited Everything" (this way it won't be enabled automatically when you open cheat menu)
6. Restart the game
7. Finish assignments and go to the next location
8. REPEAT FROM STEP 2 THE NEXT LOCATION

UPD: Only first three locations have resource collection assignments and those are hidden behind "meals served" assignments.
Since after enabling "Unlimited Everything" resources will be locked only after you will spend them or add to them, to stock up on food meals you just need to unassign everyone from production facilities and only leave canteen and food collections, bump up your food, disable "Unlimited Everything", restart the game, and assign everyone back.

You have an error with new penguin companion accessory total amount of which is now more than 3 (probably 10k).

Everything else seems to be functioning properly, though I'm not sure if caused by your changes or it's an issue caused by developer team, even if battleship is fully upgraded it still damages and takes damage in the same amount of points from ships as it did non upgraded. Even when buffs found on shrines applied (compass and wanted poster) with 1000 attack power it takes 3 shots to defeat a pirate ship .
