error while sideloading phoenix on my ipad 2,1

Its the same with every ipa file. I tried so many things fixes that dont work.

    Try turning off your anti virus, then re-download the ipa file

    Also make sure you have installed iTunes (not from Microsoft Store)

    I completely uninstalled windows defender (I dont have any other antivirus programs) and I have the Itunes version 12.13.7.1 which is not installed from microsoft store. I had also try other ipas and its the same error. I tried sideloading an iphone 4 ios 7.1.2 and it failed with error code 1 I think. I dont need help anymore with the iphone becauze I figured out how to jailbreak it but I still didint got a fix for my ipad.
