Normally when I sideload decrypted .ipa files (from my own downloaded and purchased apps from appstore), it doesn’t allow access to iCloud or Game Centre. I saw that the VIP subscription comes with the benefit of being able to custom sign apps when installing, does this mean I would be able to access iCloud backup and Game Centre backups if installed this way? I’m looking for an answer to this before I buy the VIP subscription.

No! ViP doesn't do that. You need to buy yourself an apple developer account, or paid apple certificate from the reseller (cheaper)
