There's a "GM" icon on top left of the screen, click it

In there you can add rogue ability before starting, incrementing your talent level etc...

it seems none of the features actually work for me, i enable restart game and nothing works, it says they are enabled but no noticeable difference in gameplay or in menu. i'll try reinstalling but im not sure.
