I got over 40 updates in cydia but I couldn't update them because I had to update apt in terminal: apt-get update.

I did that and updated everything but it removed all my downloaded tweaks(rip)

So I wanted to download LocalIappstore but it still said update your apt, how do I fix this?

Also, try running iCleaner and clean Cydia.
