No effect.  The resources drain and the iAP gets a purchase failed.

Yes, several times. As for resources, maybe I’m misunderstanding—but shouldn’t the Energy at the top be increasing instead of decreasing?

I think I was actually referring to Energy—the blue lightning bolt icon. But I’m still building structures and running out of resources like wood and other materials.

Just tested it. Resources work, currencies aren't affected.
