My iPad Air 2 is 16 gb when I updated to iOS 9.0.2 it's 11.7 gb tried using icleaner no help

 

Or maybe when I jailbroke cuz when I did it said storage is full right after I am done jailbreaking

 

Does jailbreak that much storage?

Jailbreak use space you tweaks etc. Maybe try frist icleaner. Its on default repo bigboss

It's not possible for you to have 16GB. Even a factory new iDevice comes with 12-12.5GB Max

I agree, even the stck idevces will not get the actual memory size. It will allocate 4g to 6g for system files.
