What country is the IPA/game file from?

I found on a forum here that I need to make a apple id from the same country as the IPA; because it keeps asking me to sign in with my apple id.

I don't think this was decrypted properly. On my un-jailbroken 15 pro it keeps asking me for my apple id, and online it says that is it only asks for the apple id if it wasn't decrypted.
