Make sure it’s the same network. If via USB, be sure it’s connecting to the Virtual macOS Machine instead of Windows.

could be because my apple tv is ethernet and pc is wifi. i already started installing ventura 13.3.1 so ill wait for that to finish lol and ill connect it to wifi. my apple tv does not have a usb port just power, hdmi, and ethernet

It should appear in Xcode and Sideloadly if you’re on the same WiFi.

Your Apple TV should be on remote devices screen too.
