There is a way but it's complicated and requires a secondary device.

It's not just you.  The post at the bottom of page 19 is also having an issue with LOTR and I just tried it myself on my iPhone 14 Pro iOS 16.3.1.  I can enable multipliers but they don't actually do anything.  From what I can see this hack will not work via this tweak injection method.
