iTunes 12.3 iOS 9.0 ( not sync apps)

Any one help me I'm n iOS 9.0 with latest version of iTunes 12.3 I can't transfer my apps to iTunes

By using Thai Device -Transfer purchased from .....

It's says waiting for sync but I can't copy from my iPhone to iTunes

I backup using iCloud and using this computer same

Any one have this issue
