I cleared my cache and and did a hard refresh but it seems the error still persist's

So it seems like Apple may have put a limitation in place as to how many apps an Apple ID can download within a given time. We are investigating a solution to this, but until then, we are forced to make decryptions ViP only but normal members can still download already decrypted apps.
