So I will start developing cydia tweaks and apps but I need to know which programs I will need to learn first

As KingRalph mentioned, you can make both. For Cydia tweaks, you can install "iOSOpenDev" to XCode.

You will also need to learn a programming language, Objective-C if you really want to get into Tweak development.

ok thanks dida but those programs are available on windows 8 or only mac ? And if you could link me the download links that will be awesome and thanks and I will read some books about objc and see some videos so I know what I will be doing and do you recommend an easy way to learn objc like a site or something Updated August 31, 2015 by Monzer998

Not really, just keep reading books and learning as you progress.

To get Xcode, you will need a Mac. If you don't have one but have a good Windows 8 PC then you can run a Mac in VMWare. There's a tutorial on how to do that on iOSGods.

There's also 'Xamarin' which is an Xcode for Windows but it's not the Xcode.
