That’s weird because I have App+ but still stuck on 100%. Does it mean Apple Dev Account is a must?

I have app+ and I only installed trough it. No custom anything. I also have a active paid Apple Arcade subscription.  Never intalled uncover in this device. I’m running iOS 14.5.1 in a iPhone 11 Pro max

Even installing it with app+ doesn’t work, still stuck at 100%
