Does VIP PLUS come with access to the VIP apps on the app. So if i buy vip plus will i be able to download all vip apps?

Yes, that is correct. However, be careful that revokes do happen and when that is the case, you will have to sideload your apps via other ways that are mentioned on the iOSGods App.

Does this work on non-jailed phones? I am unable to custom install on the web app, and I’m still getting device not activated. I also never received a link from my August purchase.
