Bummer Altstore is counted as one of the 3 apps, so only 2 ipas can be installed.

I've already been through the Sideloadly FAQ's and uninstalled/re-installed itunes and icloud from direct download sources.  Note that I only get this error when trying to install ipa to my iPad 11 Pro - it works fine when installing to my iPhone SE and wife's iPad 10 Pro, and all devices are on same ios version.  I'm stumped.  Any suggestions?
