This might be a stupid question, but I have to ask. When it says:

- Drag & drop .IPA support
- Change minimum iOS version
- Remove restriction on supported devices

does it mean one would be able to install a 32-bit abandoned app (app that only works on 10.3.3 and below) onto an iDevice running 11 and higher?

No, that's not the case. iOS itself doesn't allow that unfortunately.
