No, when you purchase you purchase for 1 device udid only. You can transfer to any device 1 time during purchase, but not be able to use both

Can I purchase then for another device in the house hold and do I have to create another account or use my existing one 

 

my other question is the other device is on iOS 9 and will the coin master app work on iOS 9
