Appstore++ doesn't have 10.2.1 version of the app, oldest is 15.1.2. AppAdmin does have those old versions but I'm not sure if that tweak supports iOS 11 up.

But if you click manual install, you can Downgrade up to 9.3.4 something, so try that it works for me but I use iOS 13 so anything below 10.0.4 isn’t compatible
