I think this is the way iOS works on newer devices because I googled the problem and it seems that all iPad Air 2 users have it. The stock system auto brightness feature increases the light when I'm in a bright environment but if I go somewhere where it dark, the screen doesn't dim. I have to turn off the display and turn it on again to work.

My question is, is there anyway to tweak the auto brightness feature or a 3rd party app that works correctly?

I'm on iOS 8.3 jail broken.

f.lux from Cydia may be what you're looking for

I already tried f.lux and it only works based on time. It doesn't use the built-in ambient sensor. It's a tweak that lowers the brightness at night and applies a software yellow tint to make the screen look more comfortable in very low light conditions.

well you can always swipe up the control panel, or try this:

 

Settings -> General -> Accessibility -> Zoom -> Enable Zoom

Tap the screen quickly with three fingers three times

Press ‘Choose Filter’ > ‘Low Light’, then set Zoom Region to “Full Screen Zoom”

Settings -> General -> Accessibility -> Accessibility Shortcut (it’s at the bottom) -> Set to “Zoom”

 

then tap the home button 3 times quickly to dim your screen
